The elaboration and implementation of the National Plan for the Construction of Genuine Medicinal Materials Production Bases (2018-2025) is under way, so there is still some blindness in the production and distribution of Chinese medicinal materials in various regions. It is suggested to further speed up the production layout of genuine medicinal materials. First of all, according to the Construction Plan of National Genuine Medicinal Materials Production Base (2018-2025) and Standard Compilation of Genuine Medicinal Materials, varieties should be selected according to local conditions, and feasible industrial preference and protection policies should be formulated and issued to avoid blind introduction and expansion of production areas and guide non-genuine production areas to gradually withdraw from genuine medicinal materials production. At the same time, the results of the fourth National Survey of TCM resources were utilized to establish a dynamic monitoring network of TCM and a protection system of germplasm resources, and to define the red line areas for the protection of wild and genuine medicinal resources, so as to realize the sustainable utilization of resources. Secondly, it is suggested to bring the statistics of TCM material production into the national routine statistics system. With the main production areas of Chinese crude drugs as the main regions and the bulk, common and genuine crude drugs as the main objects, a national statistical platform for the production of Chinese crude drugs has been established to serve macro decision-making and production planning. Thirdly, increase support for planting bases, strengthen demonstration guidance and publicity, give priority to support the self-built bases of TCM enterprises, professional cooperatives and other genuine medicinal materials with stable sales, so as to improve quality and efficiency on the basis of the original bases and avoid artificially expanding production blindly. Moderate recovery should be carried out in view of the shrinking situation of some well-known traditional and genuine medicinal materials affected by economic benefits. Finally, the guidance for the development of Chinese herbal medicine industry should be strengthened to alleviate the large fluctuations in total output and price caused by the decision of production separation [56] and promote the establishment of a price formation mechanism oriented by high quality and favorable price.
